
HB 549 by Rep. Stephanie Berault (R-Slidell)—a top-priority for LABI and Louisiana employers—comes before Senate Labor today after clearing the House unanimously, 91–0, in April. It’s been several weeks since then, so we’re taking another look at the innovative program this bill would establish.
Shaped through ongoing collaboration with LABI and workforce stakeholders, HB 549 reflects a bold strategy to strengthen Louisiana’s talent pipeline, align training with real-time industry demand and ensure employers have the skilled workforce needed to support continued economic growth.
At the center of the bill is the creation of the Bayou Growth Opportunity Workforce Program (BayouWorks)—an employer-driven, competitive training initiative designed to rapidly expand access to short-term, industry-aligned credentials. The program focuses on equipping workers for high-demand roles while giving employers a direct role in designing training that matches immediate workforce needs.
As Louisiana continues to secure major capital investment and new industrial projects, workforce availability remains one of the most frequently cited barriers to growth. BayouWorks is intended to directly address that gap by supporting fast, flexible training models that produce job-ready talent at the pace today’s economy demands. In addition to skills training, program resources may also support internships and apprenticeships that build stronger long-term pipelines.
The approach draws from Michigan’s highly successful “Going Pro Talent Fund,” which has demonstrated measurable impact through employer-led training investments, including more than 230,000 workers trained, nearly 8,500 businesses supported, and over $309 million in grants awarded since 2014.
HB 549 positions Louisiana to adopt a similarly outcomes-focused model—one that prioritizes speed, employer leadership and alignment with in-demand occupations. By closing critical skills gaps and accelerating credential attainment, the program is designed to help workers move into higher-wage careers while strengthening Louisiana’s competitiveness in attracting and retaining investment.
