Workforce and Ed Measures Continue to See Overwhelming Support

 

This week, LABI was proud to testify in support of two LA Driven-Approved education and workforce bills by Rep. Barbara Freiberg (R-Baton Rouge), both of which received bipartisan support.

In the House Committee on Administration of Criminal Justice, HB 168 was approved without objection. The bill establishes a pilot reentry program for female parolees, aimed at improving successful transitions back into the workforce and reducing recidivism. By focusing on women nearing release who have demonstrated readiness, the program provides structured support, housing stability and employment pathways—key factors proven to reduce repeat offenses.

Meanwhile, the House Education Committee advanced HB 992, which brings greater accountability and transparency to early childhood education. The legislation expands an already existing system to track students from early care through K-12, giving policymakers and stakeholders better insight into which programs are working—and where improvements are needed.

Rounding out the week, legislation supporting a “Learn and Earn” model in Louisiana high schools cleared the Senate Floor in a 36-0 vote with 15 co-authors. SB 376 by Sen. Beth Mizell (R-Franklinton) expands opportunities for students to gain real-world, work-based learning experience while earning credentials, and in many cases, compensation—helping better align education outcomes with workforce needs and giving employers access to a more prepared talent pipeline.

Together, these efforts reflect continued momentum behind policies that connect education to employment, support successful reentry and strengthen Louisiana’s workforce for the long term.
