Committee Unanimously Advances HB 595 to Improve Regulatory Clarity and Competitiveness

 

The House Natural Resources Committee this week unanimously advanced HB 595 by Rep. Jacob Landry (R-Erath), marking a strong bipartisan step forward for legislation aimed at streamlining permitting processes tied to natural resource development in Louisiana.

HB 595 establishes clear statewide authority over the regulation and permitting of Louisiana’s natural resources, affirming that this responsibility rests with the state rather than a patchwork of local governments.

The bill gives exclusive jurisdiction to the Department of Conservation and Energy over natural resource regulation, permitting and prohibits parishes, municipalities, or other local entities from imposing additional or conflicting permitting requirements.

Rep. Landry’s legislation is intended to eliminate inconsistent, locally driven rules that vary from parish to parish. For businesses making major capital investments, that kind of regulatory variation creates uncertainty, increases risk and makes it harder to plan projects, forecast costs and meet timelines—ultimately discouraging investment.

Louisiana’s natural resource and geographic advantages position the state to compete for major projects, but success depends on a clear and consistent regulatory environment. A fragmented permitting system can send the opposite signal, creating a moving target for investors depending on location.
