WILL GREEN: Parishes should be able to make the decision on whether or not this is the right tax for them

LABI President and CEO Will Green recently took to local media to encourage Louisianans to vote YES on Constitutional Amendment 4, highlighting the importance of local choice and the economic opportunities the measure could unlock for communities across the state. Speaking with WBRZ, Green explained that the amendment is a key step toward modernizing Louisiana’s tax structure—particularly the state’s troublesome inventory tax—and giving local communities greater flexibility to decide what works best for them.

Green noted that Louisiana is one of only a handful of states that still tax business inventory, a policy that can make it harder to attract investment and grow jobs. CA 4 would create a path for parishes and local voters to determine whether and how they want to adjust or eliminate that tax in their own communities, rather than relying on a one-size-fits-all approach.

He emphasized that the amendment is fundamentally about trust—trusting local voters and local leaders to make the best decisions for their own communities. By giving parishes the ability to pursue economic development strategies tailored to their needs, the proposal helps Louisiana stay competitive when recruiting new businesses and supporting existing employers.

Importantly, Green stressed that any changes would still require approval from local voters at the ballot box, ensuring accountability and transparency. As he explained, the proposal puts decision-making closer to the people, reinforcing the principle that the voters who live and work in a community should have a stronger voice in shaping its future. For LABI, a YES vote represents an opportunity to support local control, modernize Louisiana’s tax system and strengthen the state’s long-term economic growth.
