
From three committee hearings to final passage in both chambers, HB 549 by Rep. Stephanie Berault (R-Slidell) never received a single “no” vote—a remarkable show of bipartisan support for one of the most forward-looking workforce development measures considered this session.
With final legislative approval secured, the bill now heads to the governor’s desk and will establish the Bayou Growth Opportunity Workforce Program, better known as BayouWorks. LABI thanks Rep. Berault for carrying and championing this measure.

BayouWorks directly addresses that challenge through a competitive, employer-driven training model focused on rapidly developing the skilled workforce Louisiana businesses need now.
Modeled after Michigan’s nationally recognized “Going Pro” workforce program, BayouWorks creates a flexible framework for short-term, industry-focused training tied to real workforce demands. The program supports credential attainment, customized training, internships and apprenticeship opportunities designed to connect Louisianans to high-demand, high-wage careers.
Importantly, the legislation empowers employers to help shape training solutions based on immediate labor market needs—ensuring workforce investments are aligned with real-world economic opportunities and industry demand.
Michigan’s Going Pro Talent Fund has demonstrated the impact this approach can deliver, supporting more than 230,000 workers, assisting nearly 8,500 businesses and awarding more than $309 million in workforce training grants since 2014.
HB 549 reflects the type of bold, strategic workforce policy Louisiana must continue pursuing to remain competitive for future investment and job creation. By helping employers close skills gaps faster and more efficiently, BayouWorks will strengthen Louisiana’s talent pipeline, expand economic opportunity for workers and support sustained economic growth across the state.
