
One more vote remains—then it’s off to the governor!
HB 549 by Rep. Stephanie Berault (R-Slidell) delivered one of the session’s biggest workforce victories Tuesday, unanimously clearing the Senate, 34-0, and moving one step closer to becoming law. Due to a Legislative Bureau amendment, the bill now heads back to the House for a final concurrence vote before final passage.
LABI has been deeply involved in HB 549‘s journey from idea to (nearly) implementation. This legislation that represents a strategic, employer-driven approach to strengthening Louisiana’s workforce and ensuring businesses have access to the skilled talent needed to compete and grow.
The bill creates the Bayou Growth Opportunity Workforce Program (BayouWorks), a competitive training initiative designed to help employers rapidly build talent pipelines through short-term, industry-focused workforce programs that lead to recognized credentials and high-demand careers. Funding can also support internship and apprenticeship opportunities, helping businesses develop workers at every stage of the talent pipeline.
As Louisiana continues attracting major economic development projects and investment across industries, employers consistently identify workforce shortages as one of the greatest barriers to expansion. BayouWorks directly addresses that challenge by empowering employers to help design training solutions tailored to real-world workforce needs—ensuring training aligns with the skills businesses are actively seeking.
Modeled after Michigan’s highly successful “Going Pro” Talent Fund, the concept has already proven its ability to deliver meaningful workforce outcomes, supporting more than 230,000 workers, nearly 8,500 businesses and more than $309 million in workforce training grants since 2014.
