BayouWorks Keeps Rolling with Another Committee Win

 

HB 549 by Rep. Stephanie Berault (R-Slidell) advanced out of the Senate Labor Committee Thursday, the latest panel to support the creation of the Bayou Growth Opportunity Workforce Program—BayouWorks—a competitive, employer-driven training initiative aimed at strengthening Louisiana’s talent pipeline at a time when workforce has been the paramount issue of the session without a doubt.

Testimony from Rep. Berault and LABI’s Jim Patterson underscored that as Louisiana continues to experience unprecedented economic growth, employers across the state are still struggling to find and upskill the workers they need to sustain that momentum. BayouWorks is intended as another tool in the workforce toolbox—designed to help businesses quickly develop skilled talent through targeted, short-term training aligned directly with industry demand.

“We have been hearing from employers all around the state about their difficulties in finding the workers that they need and having the ability to upskill them, the ones that they have and the ones that they need to bring on board,” Patterson said.

He noted that the Michigan model stood out as both effective and widely supported by the business community, serving as the template for BayouWorks. Patterson also highlighted that the program includes a focus on early workforce entry through internships and apprenticeships, strengthening long-term talent pipelines while addressing immediate labor shortages.

Stakeholder engagement has already shown to be extremely positive as the bill works its way through the legislative process.

“We have been having a very, very positive dialogue,” Patterson added. “We need this bill to be in place so we can continue to develop the funding that we anticipate in this regard and also to make sure that the department has the time it needs to get ready for the implementation, which is why we’re talking about sometime mid-next year when we would be getting to a point where this would start to have effect.”

The bill’s advancement reflects continued bipartisan recognition that workforce development remains the central priority this session, as Louisiana seeks to align training systems more directly with employer needs and accelerate pathways into high-demand jobs.
