Holding Lawmakers Accountable: LABI Releases 2025 Scorecard and Legislative Voting Guide

Report Highlights Louisiana Business Community Allies and Advocates 

BATON ROUGE, La. – The Louisiana Association of Business and Industry (LABI) today released its 2025 Scorecard, an annual voting guide that tracks where lawmakers stood on issues impacting Louisiana’s business community, ranging from education and civil justice reform to energy and tax issues.

“Louisiana is done with ‘good enough,’” said Will Green, LABI president and CEO. “This session, LABI continued to work with legislators to reject the status quo and fight for real reforms to transform our economy, strengthen our workforce, and send a message that Louisiana is open for business. The 2025 Legislative Scorecard is more than just a report card—it’s a reflection of who stood up for free enterprise when it mattered most. Our state’s future depends on leaders willing to take bold stands, and this Scorecard makes clear exactly who those leaders are.”

Nineteen bills were scored this year, reflecting issues prioritized by LABI’s engaged membership through participation in a number of issue councils. Through these issue councils, members provide the insight and expertise that is cemented in LABI’s annual Program of Work, a comprehensive statement of all official policy positions that guide the organization’s advocacy. The policies outlined in the Program of Work determine the weight each piece of legislation carries throughout the session and guides the final votes selected for the annual analysis.

Now in its 45th year, LABI’s Legislative Scorecard is the most consistent and trusted barometer of how lawmakers vote on issues impacting Louisiana’s business community. The Scorecard doesn’t just measure votes—it underscores the progress tied to LABI’s LA Driven agenda, which serves as the roadmap for the policies we champion and the reforms we fight to advance at the Capitol.

“LABI’s LA Driven agenda continues to deliver for Louisiana,” said Green. “In 2025, 48 measures carrying the LA Driven stamp received approval from both lawmakers and the administration—proof that our bold vision for reform has sustained momentum. But we also know that progress is never guaranteed. Some much-needed reforms were stalled by those content with business as usual, and that’s exactly why LABI will keep pressing forward until Louisiana reaches its full potential.”

In 2025, LABI recognizes the lawmakers who consistently prioritized Louisiana’s business community. This year, 75 legislators scored 80 percent or higher on the measures our members identified as most critical to the state’s economy and job creators, demonstrating their commitment to advancing policies that strengthen Louisiana for all.

13 legislators have received the “Most Valuable Policymaker” (MVP) designation for their perfect score on the bills included in this year’s Scorecard analysis.
