Breakthroughs and Barriers: LABI Delivers Hard-Fought Business Wins as Fight for a Stronger Business Climate Continues

June 12, 2025

BATON ROUGE, La. – Following the Louisiana Legislature’s adjournment Sine Die Thursday, the Louisiana Association of Business and Industry (LABI) recognizes several meaningful policy victories to strengthen Louisiana’s economy and position the state and its job creators for long-term growth at a time when significant investments are being made.

“Last session, we laid the foundation for Louisiana to become a true economic powerhouse by rallying around a bold vision and turning that vision into real results through LA Driven,” said LABI President and CEO Will Green. “But we didn’t stop there. We knew the business community expected more—and rightfully so. That’s why this session, LABI went full throttle to advance policies designed to make Louisiana a magnet for businesses and families seeking opportunity and growth. We focused on creating an environment where investment is not only possible but encouraged. And with even more at stake this year, we had to prove that bold, transformational change isn’t a one-off—it’s the new standard for Louisiana.”

While the status quo and those who benefit from it still resonate with some in the Capitol, LABI still delivered meaningful progress.

“We’ve worked to connect Louisianans with high-wage, high-demand jobs by aligning workforce needs with employer demand,” added Green. “We’ve championed long-overdue civil justice reforms that promote fairness and transparency while discouraging abusive lawsuits that enrich a few at the expense of many. And we’ve taken decisive steps to make government more effective by streamlining our infrastructure bureaucracy to improve project delivery and ensure our government works for the people, not against them.”

This long-sought progress would not have been possible without the many dedicated lawmakers who stood firm in advancing bold, pro-growth policies throughout the legislative process. While there are too many to list by name, LABI applauds the leadership and courage displayed by the many lawmakers who were vital in passing reforms that will make Louisiana more attractive and competitive. These leaders also stood firm against harmful measures that would have weakened Louisiana’s position as a global energy leader.

LABI also extends sincere gratitude to the business leaders across the state who showed up and made their voices heard throughout this session. Additionally, we are proud to have worked alongside a broad and diverse coalition of partners who ensured the voice of the business community was amplified throughout the Capitol and beyond, bringing expertise, energy and a willingness to find common ground to help good policy cross the finish line.

Despite major wins this session, disagreements with some members and the administration stalled progress on a handful of prominent business priorities. At the same time, and despite objection by LABI members, short-sighted and harmful legislation made its way through the process—sending mixed signals to businesses considering investment or expansion in our state.

“Every time meaningful reform is shelved or damaging policies advance, we lose ground in the competition for investment, jobs and innovation,” said Green. “Louisiana has world-class assets—natural resources, a skilled workforce and potential for growth—but unlocking the state’s true economic promise requires bold, business-minded leadership and a commitment to smart, forward-thinking policy that attracts investment and improves the quality of life for all Louisianans.”

Looking ahead, LABI will release its annual Legislative Scorecard this fall—providing members and the public with a clear, transparent look at how legislators voted on key issues affecting Louisiana’s business climate.
