2008 Legislative Session Updates

Regular Session No. 14 - Legislature Adjourns - (6/24/08)
The Legislature adjourned sine die on Monday, June 23, after enacting legislation that was of major importance to the business community. Achievements include a new, employer-driven workforce development system; a 10 percent reduction in your unemployment compensation tax; protection of your right to contact your government officials without being considered a lobbyist; and expanded school choice for students through model charter school legislation and an Orleans Parish scholarship program.

Regular Session Update No. 13 - Workforce Development Legislation Faces Final Hurdle - (6/13/08)
SB 612 by Senate President Joel Chaisson (D-Destrehan) is scheduled to be heard in the House Appropriations Committee on Monday and will likely be heard on the House floor by the end of next week. This measure was developed and sponsored by LABI to reform the states workforce development service delivery system. Last fall, LABI made this initiative its principal goal for this session and has worked with Secretary of Labor Tim Barfield and his staff to advance this proposal.

Regular Session Update No. 12 - House Sends UC Tax Reduction Bill To Governor - (6/06/08)
Legislation to provide a 10 percent unemployment compensation tax reduction for employers along with a 10 percent benefit increase for the unemployed has been sent to the governor for his signature.

Regular Session Update No. 11 - WORKFORCE DEVELOPMENT LEGISLATION CLOSER TO ENACTMENT - (5/30/08)
SB 612 by Senate President Joel Chaisson (D-Destrehan) passed the House Labor and Industrial Relations Committee on Thursday and now proceeds to the House floor. This measure was developed and sponsored by LABI to reform the state's workforce development service delivery system.

MAY 13-A BUSY DAY IN SENATE JUDICIARY A COMMITTEE - (5/16/08)
An issue LABI has long opposed, increasing the prescription period in tort suits to more than the current one year, passed the Senate Judiciary A Committee. SB 186 by Sen. Rob Marionneaux (D-Livonia), to lengthen that period to two years, could be heard by the full Senate on Monday. Please let your senator know that you oppose this bill, as it would simply give plaintiff lawyers additional time and opportunities to file more frivolous lawsuits.

Regular Session Update No. 7 - Health Care Mandates Advance - (5/02/08)
Legislation to mandate what employer-provided health insurance coverage must contain continues to come out of the House Insurance Committee and onto the House floor. The latest mandated coverage has to do with the treatment of autism.

Contact your Legislator to support HB 747 by Rep. Joel Robideaux - (4/24/08)
The purpose of HB 747 by Rep. Joel Robideaux is to require local contract sales tax auditors to follow existing law. Current law provides that private contract auditors may be hired to audit for local sales taxes and be paid only on a per hour basis. However, these private contract auditors are in fact working on a contingency fee basis - meaning, they only get paid if they can find additional taxes.

Regular Session Update No. 5 - LABI's Major Initiative for 2008 Advances to Floors - (4/18/08)
The House and Senate Labor and Industrial Relations Committees have favorably reported bills seeking to restructure the way Louisiana's workforce development service delivery system operates.

NEW HEALTH INSURANCE MANDATES WILL DRIVE PREMIUMS HIGHER-ACTION ALERT - (4/11/08)

Louisiana now has 24 such mandates on the books. A total of eight new ones (in 11 bills) have been introduced so far in this session. Regular Session Update No. 1 - (4/04/08)
In February, shortly following Gov. Jindal's inauguration, a Special Session was called to address Louisiana's ethics laws. The administration proposed a package (with LABI supporting the major elements) that enjoyed widespread appeal and resulted in changes to disclosure, spending, and contracting for officials and lobbyists.

New Phase of Grants & Loans for Louisiana Businesses recovering from Katrina & Rita - (6/02/08)
Louisiana Economic Development (LED) and Louisiana Recovery Authority (LRA) announce the launch of the second phase of the Louisiana Business Recovery Grant and Loan Program designed to support businesses recovering from the after-effects of hurricanes Katrina and Rita. State officials have made $80 million dollars available in combination grants and zero-interest loans for recovering businesses in this phase. The program will accept applications June 9 - July 18 through community-based financing intermediaries across the region.
