Yes on 4: Empower Communities to Compete

 

For decades, LABI has championed policies that drive business investment, expansion and job growth. That mission is even more urgent today, as companies increasingly choose locations based on a combination of workforce strength, infrastructure and long-term certainty in costs and policy.

Louisiana is at a distinct disadvantage. We remain one of just nine states that fully taxes business inventory—an outdated, punitive policy. The Tax Foundation has warned this tax distorts business decisions, forcing companies to choose where to invest, produce or store goods based on tax avoidance, not economic logic.

Voters rejected a constitutional fix last year. Now, businesses are stuck paying the full weight of that tax, regardless of whether they turn a profit. On May 16, Louisiana votes have another chance to correct course and remove a barrier to growth.

Constitutional Amendment 4 empowers communities to act. It gives local leaders the flexibility to reduce or eliminate the inventory tax based on what makes the most sense for their economy—keeping these decisions at the local level, not dictated from Baton Rouge.

As Louisiana attracts billions in new projects and competes aggressively for high-quality jobs, increasing the tax burden on job creators is not an option. If we fail to act, other states will continue to outpace us.

CA 4 is not a mandate. It is a tool—one that allows parishes, in coordination with sheriffs, school boards and local governments, to make the right decision for their communities. No parish is required to act. But every parish deserves the ability to compete.

That is why LABI is urging your support on Constitutional Amendment 4.
