
As we’ve previously mentioned, the House Appropriations Committee’s second meeting of the week will feature a hearing on HB 549 by Rep. Stephanie Berault (R-Slidell). This LABI priority establishes the Bayou Growth Opportunity Workforce Program (BayouWorks)—a competitive, employer-driven training initiative shaped by LABI to address Louisiana’s most urgent workforce challenges.
Louisiana is experiencing a surge in economic development and new project announcements, but employers are clear: the ability to grow and compete is being limited by a lack of skilled workers. BayouWorks was designed specifically to bridge that gap by delivering fast, targeted training that connects people to the jobs Louisiana is working hard to attract.
The program would provide competitive funding for short-term, industry-driven training, internships and apprenticeships, allowing businesses to quickly train new hires and upskill current employees. By focusing on credential-based, high-demand career pathways, BayouWorks is built to deliver results quickly and efficiently.
Inspired by Michigan’s successful Going Pro Talent Fund, the proposal reflects extensive research and collaboration with employers and workforce partners to bring a proven model to Louisiana. It also complements the broader Louisiana Works package moving through the Legislature this session.
Employers consistently rank workforce shortages among their top challenges. Without bold action, Louisiana risks slowing its economic momentum and leaving good-paying jobs unfilled. BayouWorks addresses this challenge by putting employers at the center of the solution and ensuring training investments align with real workforce needs.
HB 549 represents a forward-looking investment in Louisiana’s people, businesses and long-term competitiveness—helping connect workers to opportunity while strengthening the state’s ability to win and grow jobs.
